The Town of Excelsior will host a public involvement meeting for the above project on North Reedsburg Road on:

Wednesday, May 15, 2024, from 6:30PM to 7:30PM,

at the Town of Excelsior – Town Hall, 100 E Broadway Street, Rock Springs, WI 53961.

A brief presentation on the project is scheduled to begin at 6:30PM. The remainder of the meeting will follow an open house format. Adjacent property owners are encouraged to attend the meeting.

The purpose of this meeting is to obtain public feedback on the proposed project. 

The objective of the project is to rectify pavement shortcomings and enhance the sight distance along North Reedsburg Road from Northwoods Drive to STH 23. The modifications aim to enhance the safety of the roadway corridor as a whole.

The project will encompass two different approaches for improving the roadway, each applied to specific sections of the roadway.  

Concept one involves reconditioning the existing roadway by pulverizing the current asphalt in place and overlaying it with new 2.5-inch HMA pavement. This method will be employed in areas where the roadway currently meets the 45-mph design speed.

Concept two entails a complete reconstruction of the roadway and will be implemented in three project sections that presently do not meet the 45-mph design speed. These sections feature sag and crest vertical curves requiring enhancements to improve the roadway sight distance. The improvements will include subgrade enhancements with new base aggregate and new 2.5-inch HMA pavement.

In both improvement concepts the roadway will be paved with 11-foot lanes and 2-foot aggregate shoulders vs the existing roadway that currently has 10-foot lanes and 1-2 foot aggregate shoulders. 

The project is currently scheduled for 2027 construction. During construction, North Reedsburg Road will be closed to through traffic.  No detour will be signed.  Access to local traffic and businesses will be allowed.  There may be times during construction that traffic local traffic may be delayed for the roadway grading and culvert work required for the project.

Notice is hereby given that a quorum of the Town of Excelsior Board of Supervisors might be present for the Spring roadside clean up scheduled for Saturday, April 27th, 2024 beginning at 8:30AM starting at the Town Hall located at 100 E. Broadway St., Rock Springs, WI 53961.

Though no town of Excelsior business will be acted on, this notice is being posted to comply with Wisconsin Open Meetings Law, which requires public notice to be given when a quorum of a governmental body may be gathered together, unless the event is for educational purposes only.

PLEASE TAKE NOTICE, that the Town of Excelsior Plan Commission will hold a public hearing on April 24th, 2024 beginning at 6:30 PM. or as soon thereafter as the matter may be heard, in the Excelsior Town Hall at 100 E. Broadway St., Rock Springs, WI 53961 to consider enacting a resolution to adopt the Comprehensive Plan amendment as recommended by the Town of Excelsior Plan Commission.

 

The Town of Excelsior adopted a Comprehensive Plan under the authority of and procedures established by Section 66.1001 of the Wisconsin Statutes in 2009. The Town of Excelsior Plan Commission resolution recommends adoption of an amendment of the comprehensive plan to update demographic data throughout the plan; policies and objectives; and amend the Town’s Future Land Use Map.

 

Testimony of persons to appear at the public hearing; any person so desiring will be given a reasonable opportunity to express their opinions and/or request further information on the matter before the Plan Commission.
